The HSL Project Organization manages the contracts with all subcontractors, building consortium Infrarail, the smaller contracting firms that build the connections to existing tracks, and the superstructure contractor Infraspeed. In addition, the project organization is responsible for safety, access and system integration, which means to say: making sure that in a functioning transport system is completed. 
 
The Directorate-General Passenger Transport (DGP), also part of the Ministry of Transport and Pubic Works, is responsible for the contracts and contacts with the operator, High Speed Alliance (HSA). DGP also serves as information desk for the contracts with the Belgian government and the Belgian Railways, NMBS.
