Infraspeed are building the superstructure (the railway system) of the HSL : the rails, the electric system (overhead wires and transformer stations), the system for communications, safety and signalling, the sound barriers, balustrades and fences, the facilities in the tunnel buildings, and emergency facilities and ventilation systems in tunnels. In addition, for the 25-year period following completion of the superstructure the contract comprises the management and maintenance of the entire line (substructure and superstructure) - under authority of the rail manager ProRail.
In the contract between the government and Infraspeed as infrastructure provider, Infraspeed guarantee 99.46% availability of the line during 25 years. The contract period runs from 2006 to 2031. As of 2006, the Dutch government will pay Infraspeed an annual fee for making the HSL infrastructure available, which allows Infraspeed to cover its expenses and recover its investments. The sum paid depends on the actual availability: if Infraspeed fail to realise 99.46% availability, the fee is reduced. Because of this arrangement and the form of contract that was chosen - DBFM, i.e. Design, Build, Finance and Maintenance in a single contract - it is in Infraspeed's interest to think ahead in the design and construction phase, and make the maintenance after completion as optimal and efficient as possible.
By signing a Memorandum of Understanding on 11 May 2001 in the Hague, the Ministry of Transport and Public Works, the Ministry of Finance, and the consortium Infraspeed expressed their joint intention to enter into a grand partnership together. After some months of negotiations about the exact contents of the partnership, the parties signed the largest Public Private Partnership contract ever concluded in the Netherlands on 5 December 2001.
The consortium Infraspeed was established in February 1999. The consortium comprises the following members:
Fluor is responsible for the project management. Siemens supply components for the power supply, the safety system, the communications system and support systems such as light systems and monitoring systems. BAM Group supply the railway systems (Rhedaspoor), the tunnel buildings and the sound barriers.
